International donors and banks have opened up real money for BESS: the EBRD has financed the construction of private storage units, state banks are issuing loans for battery projects, and communities and businesses have gained access to grants and reimbursement programs. But between "there is money" and "money received" there is a procedure: Prozorro, technical documentation, qualification requirements. Who really finances BESS in Ukraine (2026)

The financing market for storage devices in Ukraine is no longer theoretical. Here are the confirmed directions in which money is moving as of 2025-2026:

EBRD + donors

The European Bank for Reconstruction and Development is financing private peak generation and BESS. Loans are supplemented by investment grants (for example, from Norway) and partial risk coverage from the EU.

State banks

Oschadbank, Ukrgasbank, FUIB issue loans for the construction of BESS. Large players involve consortia of banks on a portfolio of several systems.

Prozorro (public sector)

Conclusion: the money is structured mainly as "loan + grant component + risk coverage". A pure turnkey grant is less common and mostly for critical infrastructure. Therefore, the financial model of the project should be built for a combination of tools.

The way through Prozorro: 6 kyears for a state object

If BESS is purchased for a public institution (hospital, water supply, school, utility company), the purchase goes through the Prozorro electronic system. Errors in terms of reference are the main reason why tenders are contested or aborted. Here is a structured itinerary.

Step 1: Need and financing
Determination of the source of funds (budget, subvention, grant, donor) and volume. Tenders are not announced without confirmed funding.
Step 2: Technical task
Compilation of technical specifications of BESS: power, capacity, chemistry, safety standards, warranty, service. This is where engineering expertise is critical.

Why TK solves everything

The specification is where quality wins or loses. Too general TK opens the door to the cheapest "garage" assemblies without certification, which in the end are more expensive due to failures and lack of service. A TK that is too "sharpened" for one supplier is appealed to the AMKU. The right balance is objective technical requirements tied to standards (UL 9540A, NFPA 855, IEC 62933) and the real scenario of facility operation.

  • Binding to standards, not brands: requirements are formulated through parameters and certificates, not manufacturer names.
  • Warranty and service as part of the purchase item: 10 years on the battery, SLA on responsiveness, availability of ZIP.

Frequently Asked Questions

Is it possible to get a BESS grant for a private business in Ukraine?
Yes, but mostly in the form of combined tools. Pure "turnkey" grants are mostly aimed at critical infrastructure (hospitals, water canals, life support facilities). For business, the "soft loan + grant component + coverage of part of the risk" scheme through the EBRD, state banks and recovery programs is typical. What often disrupts the BESS tender in Prozorro?

For Prozorro procurement, the cycle from announcement to signing the contract usually takes from several weeks to several months, depending on the procedure (simplified or open bidding) and the presence of appeals. For bank or donor financing, the term depends more on the readiness of the package: a project with a completed feasibility study, financial model and technical specification is considered significantly faster than a "raw" idea. What documents are required for the BESS bankable project?
